Da Bus is a valid and legal notforprofit society. A society can legally hire or contract with a service provider to do work for them.
Kathleen's Shuttle and Tours is a legal.and licensed small business and is permitted by the URB to do shuttle service, charters and tours. Charters are where any individual or organization charters the van and driver to perform work for them.
The Da Bus society is an existing local organization with a board of local community members. It wishes to provide subsidized transportation to its own citizens of the area.
Transport de Clare is situated in another district of its own, which has its own governance structure. The T de C society was originally created, presumably, to provide wheelchair service in that district and was content to do so until recent times. The head of that organization then declared "he wanted" Digby County: Digby, Digby Neck and Islands and Bear River. And that he wasn't going to restrict himself to wheelchair people. He was going to serve the general population AND remain subsidized.
Don't you see a problem with this?
Da Bus wants to start subsidized service in your area immediately and can do so with some funding. It has asked both town council (Digby town would also benefit from the service) and municipal council (which represents Digby District, not Clare) for funding. The society is applying for other funding and seeking donations to purchase its own bus, which will be wheelchair accessible.
Over 150 signatures on a petition to get Da Bus to provide the service was collected in less than 5 days part-time, in your area, and more have come in. Council has ignored the direction and wants of its own communities, and is fixing to bring in an operation from another district entirely.
Do you question that? When *there is already an existing operation* in their own community? Are your hard-earned tax dollars going to go to the District of Clare?
I, Kathleen Gidney, owner/operator of Kathleen's Shuttle and Tours, am not on the board of the Da Bus society. I, however, know the area and many of its people, my family has been here for over 200 years. I already have a service that operates in the area, which can easily be contracted for my shuttle bus to do society work until the society gets its own bus. I am willing to do this.
So what's the problem with councils? They are stalling. Or bewildered. Or something we don't know about is in the picture and "they ain't sayin'".
Number one: Municipal councilor Randal Amero is on the board of Transport de Clare. This councilor tried to "rip me apart" at a recent council meeting, and tried to tell me my own licensing body would not allow me to do what was proposed. I knew I could and dutifully checked with the Utility and Review Board and what Mr. Amero was saying was wrong. I felt "attacked" during Amero's interrogation, and we can imagine why he did that.
But why was he allowed to speak (and attack me) in the first place? Don't you wonder about that and why council allowed him to speak?
Number Two: It may be that you will lose locally-operated subsidized transit in the area because: Councilor David Tudor of the Islands did not appear to want it. He was opposed to door-to-door subsidized transit because: "some people don't have phones".
Number Three: Warden Gregory, "representing" most of Digby Neck appeared to oppose the society's proposal to provide subsidized transit for you. Why? Why don't you ask her? and tell me. My email address is goingwithkathleen's@gmail.com or goingtodigby@gmail.com
Question authority, folks. It's a great bumper sticker and also a great practice. Question your representatives about their right to "represent" your area. Make your views known and that you are tired of them NOT representing you but making their own decisions together-themselves-without hearing you-behind closed doors.
The question of who should run your lives, and the question of whether they will turn to a locally operated and community-run service hangs in the balance and needs your help. Make donations. Write to Greg Kerr.
Tell both or all of your "representatives" that their time to rule this way will not be supported if they don't support local organizations and local businesses and stop sending the money-your money-elsewhere.
After all the above, TdeC shouldn't get to do this-TdeC proposed the same thing.
Da Bus should be funded as it is an existing local organization.

He gave a brief outlineof what took place during the trip to Scotland last year in which there were 42 delegates from Nova Scotia. There area number of benefits with bringing delegates from NovaScotia to Scotland and from Scotland to Nova Scotia. Onething that Mr. Russell would like to see in Digby is amanufacturing industry. It is a prime location with Digbybordering on the Bay of Fundy. In 2010, Mr. Russell would like to focus on tourism and

Business Arising/OldBusinessWestern CountiesRegional Libraries –Personal EmergencySystemsWeymouth DrainageGrass Burning It was noted that the safety devices for the WesternCounties Regional Libraries do not rely on the cell phoneservice; therefore, should work fine in Weymouth. A quote will be received by the end of the month for thedrainage issue in Weymouth. Deputy Warden MacAlpine would like to come up with a solution to the grass burning issue discussed at the lastCOTW meeting. It was suggested that Council reviewexisting bylaws from other Municipal Units to see how thisis addressed and discuss it at a Bylaw and Policy meeting. Deputy Warden MacAlpine noted that there is another unitwith a bylaw in place that addresses this, and another unitwith one in progress. It was suggested to have this issue in the Coastline next

New Business#1 UnsightlyComplaint – DerelictVehicles on DigbyNeck There was a discussion regarding derelict vehicles. It wasnoted that the price is high for scrap metal now so peopleare getting rid of it. There are people willing to pick up derelict vehicles for free; however, this would be hard tocoordinate. There was a discussion regarding theDangerous and Unsightly Act and how people can interpretunsightly premises differently. It was agreed to review the Dangerous and Unsightly Act to see if there is a way to tighten it up. If Council wishes tomake changes, a resolution should be taken to the UNSM atthe fall conference. A letter will be sent back to the complainant advising ofCouncil’s plan to review the Dangerous and Unsightly Actand also advising that Council has addressed one of theissues outlined in the letter.#2 UnsightlyComplaint – Litter in Ditches There was a discussion regarding what can be done with thelitter in the ditches throughout the Municipality. It wassuggested that there be a detailed story in the June Coastlineon community pride. This article should make peopleaware of the By-law Enforcement Officer. This articleshould also make people aware of the program availablethrough Waste Check for groups who can receive funding inthe amount of $200 if they are willing to cleanup a 1 km

Thecamera that had been there was able to rotate to view theDog Kennel and around to the runway. There is a camerathat would provide a view of the bus only, for a cost of $500 - $600. The Deputy CAO is recommending that acamera be installed like the one that was there previously so that the dispatchers have a view of vehicles and planes thatare coming and going. This is good for security at theAirport. This camera can also be accessed from homewhich would be good for being able to see the snowconditions for plowing in the winter.MOVED and seconded that Council accept the DeputyCAO’s recommendation to purchase a surveillance camerafrom Norm Levesque.MOTION CARRIED

Deputy WardenMacAlpine added Green Municipal Funds as NewBusiness #4, Provincial Coastal Strategy as NewBusiness #5, and Coastal Strategy as New Business #6.MOVED and seconded that the agenda be approved asamended.MOTION CARRIEDPresentationsTinna Bonner, CanadaPost CommunicationsOfficer, Rural MailSafety ReviewMOVED and seconded that Ms. Tinna Bonner, Canada PostCommunications Officer come before Council to make apresentation regarding the Rural Mail Safety Review.MOTION CARRIED Mr. Terry MacDonald, Coordinator for the AtlanticProvinces was also present for the presentation. Ms.Bonner outlined the review process to Council for ruralmail delivery. Canada Post is first looking at areas of concern that have been reported by the drivers, and they arealso doing a review of all mailboxes in Canada. Ms.Bonner outlined the review process and the guidelines thatare in place, as well as the processes to providing community mailboxes or post office boxes. A review ishoped to take place within the Municipality of Digby for mid-July. Council will be updated with their findings. Aquestion and answer period followed the presentation.Council asked about minimum distances for customerstravelling to post offices or community boxes to pick up their mail. Canada Post is trying to find the mostconvenient location for people. Council expressed theirconcern with smaller post offices within the Municipalityclosing down. They assured Council that this program is

Council asked the Canada Post representatives to take into consideration the ferry traffic when determininghow much traffic there is in a particular area. Council alsosuggested that delivery be scheduled around rush times inthe communities. Warden Thurber thanked them for their presentation andlooks forward to working with them throughout the process.MinutesApril 26, 2010Deputy Warden MacAlpine noted that in the April 26, 2010minutes, the report for Waste Check should have read that therewill soon be a new garbage truck that will be able to haul two streams of garbage. There has been a local winner this year fromWeymouth. Council decided that they would present acertificate of recognition to them at the Council meeting in Weymouth at the end of September. An article will also beplaced in the August edition of the Coastline Newsletterwhich should also feature a photo from the presentationmade in June.MOVED and seconded that Council present a certificate ofrecognition to Sissiboo Investment Ltd. from Weymouthwho is the recipient of the Small Business of the Year awardfrom the 2010 Mobius Environmental Awards, as well, anarticle will be placed in the August edition of the CoastlineNewsletter.MOTION CARRIED#3 Meeting Dates The June Council meeting is scheduled for the same nightas the DRHS graduation and also the Islands ConsolidatedSchool. Council has planned to pass the budget at thatmeeting; therefore, it was decided to change the June 28meeting to June 29, 2010 at 6:30 pm. If the hall is available, these changes will be advertised inthe upcoming issue of the Coastline. It was also discussed to have the Program Coordinator placesigns around the community when Council meetings aregoing to be held in those areas.MOVED and seconded that the June Council meeting bechanged from June 28 at 6:00 to June 29 at 6:30 providingthe Bear River Fire Hall can accommodate this request.MOTION CARRIED The Councillors in District 2 and 3 are unable to attend themeeting being held in their district. It was suggested tochange the locations of those two meetings so that theCouncillor can be present in their district. MOVED and seconded that the August 23, 2010 Councilmeeting be held at the Baptist Church Hall in Culloden andthat on September 13, 2010 the COTW meeting be held atNorth Range Community Hall. MOTION CARRIED#4 Green MunicipalFunds Deputy Warden MacAlpine had the opportunity to attend aplanning conference in Halifax. Green Municipal Fundshas been increased up to $10 million for borrowing and forgivable loans are available for up to $1 million. Also,there is a simplified process to apply for these funds. There have also been changes in Nova Scotia which couldprovide the Municipality the opportunity to have their ownrenewable energy source. This project could be funded

It was suggested if thisopportunity was taken advantage of, the Municipality could provide their own power and sell any excess power into thegrid. The money made could help offset capital costs. Itwas suggested that this be researched over the next eight to twelve months after the building is done. Discussion ensued. #5 Provincial CoastalStrategy The Province has set three meetings that will be held whileCouncil are away for FCM; gas tax, draft water strategy,and coastal consultation with Municipalities. Councilwould like to be able to provide input for these meetings.MOVED and seconded that a letter be written to theDepartment of Environment and Service Nova Scotia,carbon-copied to the MLA, expressing Council’s concernsthat they are having the above-mentioned meetings whileCouncil and senior staff are away.MOTION CARRIED#6 Coastal StrategyDeputy Warden MacAlpine wanted to note that the UNSMExecutive Board has reviewed the Coastal Strategy and havemade comments to go back. The Province is going to set up acommittee to coordinate coastal strategy and they will belooking for an elected official to sit on this committee. Councilwill discuss this after they return from FCM.AdministrationRequest for decision/directionNILCAO Report Maud Lewis SignageWeymouth LibraryMunicipal OfficeRelocation The CAO report for April 26, 2010 was included in themeeting package. The CAO noted that she has contacted the executivedirector regarding the signage for the Maud Lewis site andhe is going to get back to her with a date. The grand opening for the Weymouth Library is tentativelyplanned for the last week of July. There was adiscussion on what could have been done differently to getthe Air Cadet School to come to this area. Other topicsdiscussed at this meeting is the recertification of the Airportwhich has happened; name change for the Airport andsignage; potential fly-in; jet fuel; going forward with Custom Services and suggestions for a vision statement.There are good citizen representatives on this committeeand they see the value of the Airport for the community. The Deputy CAO noted that the group is going to organizea fly-in breakfast. Peter Burnie is putting it together. It isscheduled for June 5, 2010 from 8:00 am to 10:00 am.Reduced fuel prices are being offered. #2 Annapolis Digby EconomicDevelopment Agency There has been no ADEDA meeting since the last Councilmeeting. There is a meeting scheduled for May 27, 2010. The RDA is active on both the Team Southwest and TeamWest. Both organizations have had meetings and the Wharf Rat Rally has been a priority. There has been a draft report from the consultants releasedto the committee on the transportation study. Theinformation from this report has not been released, but willbe shortly.#3 Digby AnnapolisDevelopment Corp The DADC draft minutes for May 7, 2010 were included inthe meeting package. The next meeting is scheduled forJuly 7, 2010.#4 Digby AreaLearning Association The DALA minutes from February 24 and April 28 wereincluded in the meeting package. There is a meetingscheduled for May 26, 2010. They are currently in theprocess of running an advertisement for a new CEO. Thegraduation is scheduled for sometime in June.#5 Digby AreaTourism Association The Digby Area Tourism Association’s Annual GeneralMeeting was held on May 5, 2010. Some of the highlightsof the past year include; the Roger Brooks report, which focused on how to improve visitor experience in the area; a new DATA website is being formed to showcase some of the things that are happening; and the levy on rooms hasbeen dropped. The next meeting is scheduled for June. #6 Digby AreaRecreation Committee DARC had their volunteer week which included an eveningthat honored volunteers in the community. John Soles wasthe Town of Digby representative and Terry Farnsworth was the Municipality of Digby representative. The poolwill be opening sometime in June and the day camps will berunning for seven weeks during the summer. There was a short discussion regarding repairs that need tobe done to the Curling Club. It was mentioned that ifpossible, it would be best to do all the repairs at once tohelp cut down on costs. #7 Digby Harbour Port Association The Digby Harbour Port Association had a meetingrecently. They are working with the RDA to have a portday. Mr. Kerr has helped to get funding for the wharfwhich is great. The Association discussed concerns with

Power, light,proper ladders and floating docks have been installed at thewharf which people are happy with. #8 Fundyweb Broadband There has been no Fundyweb Broadband meeting since thelast Council meeting.#9 IndustrialCommission There is an Industrial Commission meeting scheduled for June 8, 2010. The last meeting was cancelled.#10 Kings TransitAuthority The Kings Transit Authority minutes for April 21, 2010, aswell as the General Manager’s Report for May 2010, wereincluded in the meeting package.#11 Senior SafetyCommittee The Senior Safety Committee minutes from March 9, 2010,as well as the Coordinator’s Report for May 2010, wereincluded in the meeting package. There was a meeting onMay 11. Seniors day is scheduled for June 17. DeputyWarden MacAlpine wanted to commend Dawn Thomas for the work she is doing not only in the Town andMunicipality, but for promoting the senior safety programin other areas. #12 Tideview Terrace The Tideview Terrace minutes from April 9, 2010 wereincluded in the meeting package. There was a meetingtoday.Things are running on schedule for the newTideview. The facility is currently full. There is a meetingplanned to look at mission and vision statements forsometime in June. There was a retreat in early April. Atthis retreat it was felt that the Tideview board doesn’t haveto be completely municipal and town councillors. Councillor Adams will be on the committee to discuss thestructure.#13 Waste Check The Waste Check Annual General minutes for May 11,2009, the Board minutes for March 8, 2010, the Staff reports for May 2010 as well as the Annual Board Reportfor 2009-2010 were all included in the meeting package.There was a meeting on May 10. The budget was passed atthat meeting. The enforcement program was discussed atthat meeting. Environment week is May 30 to Jun 6. June5 is a day scheduled for people to go to the transfer stationto see what happens to the garbage after it leaves yourhome. #14 Western CountiesRegional Library There was a Library Board meeting last week. DeputyWarden MacAlpine was unable to attend that meeting dueto other meeting commitments. Things are going good atthe Weymouth Library. There will be a meeting set up for June to discuss the Digby Library. Budgets and financialreports will be discussed. It is not too late to adopt a book at your local library.#15 SouthwestBiosphere The Southwest Biosphere Reserve Committee hasundergone a strategic planning session. Mr. Kerr haspromised that funding will continue, but it has not comethrough. There are enough funds to get them through until

A review ishoped to take place within the Municipality of Digby for mid-July. Council will be updated with their findings. Aquestion and answer period followed the presentation.Council asked about minimum distances for customerstravelling to post offices or community boxes to pick up their mail. Canada Post is trying to find the mostconvenient location for people. Council expressed theirconcern with smaller post offices within the Municipalityclosing down. There has been a local winner this year fromWeymouth. Council decided that they would present acertificate of recognition to them at the Council meeting in Weymouth at the end of September. The Deputy CAO noted that the group is going to organizea fly-in breakfast. Peter Burnie is putting it together. It isscheduled for June 5, 2010 from 8:00 am to 10:00 am.Reduced fuel prices are being offered. #2 Annapolis Digby EconomicDevelopment Agency There has been no ADEDA meeting since the last Councilmeeting. There is a meeting scheduled for May 27, 2010. The RDA is active on both the Team Southwest and TeamWest. Both organizations have had meetings and the Wharf Rat Rally has been a priority. There has been a draft report from the consultants releasedto the committee on the transportation study. Theinformation from this report has not been released, but willbe shortly.#3 Digby AnnapolisDevelopment Corp The DADC draft minutes for May 7, 2010 were included inthe meeting package. The next meeting is scheduled forJuly 7, 2010.#4 Digby AreaLearning Association The DALA minutes from February 24 and April 28 wereincluded in the meeting package. There is a meetingscheduled for May 26, 2010. They are currently in theprocess of running an advertisement for a new CEO. Thegraduation is scheduled for sometime in June.#5 Digby AreaTourism Association The Digby Area Tourism Association’s Annual GeneralMeeting was held on May 5, 2010. Some of the highlightsof the past year include; the Roger Brooks report, which focused on how to improve visitor experience in the area; a new DATA website is being formed to showcase some of the things that are happening; and the levy on rooms hasbeen dropped. The next meeting is scheduled for June. #6 Digby AreaRecreation Committee DARC had their volunteer week which included an eveningthat honored volunteers in the community. John Soles wasthe Town of Digby representative and Terry Farnsworth was the Municipality of Digby representative. The poolwill be opening sometime in June and the day camps will berunning for seven weeks during the summer. There was a short discussion regarding repairs that need tobe done to the Curling Club. It was mentioned that ifpossible, it would be best to do all the repairs at once tohelp cut down on costs. #7 Digby Harbour Port Association The Digby Harbour Port Association had a meetingrecently. They are working with the RDA to have a portday. Mr. Kerr has helped to get funding for the wharfwhich is great. The Association discussed concerns with

The last meeting was cancelled.#10 Kings TransitAuthority The Kings Transit Authority minutes for April 21, 2010, aswell as the General Manager’s Report for May 2010, wereincluded in the meeting package.#11 Senior SafetyCommittee The Senior Safety Committee minutes from March 9, 2010,as well as the Coordinator’s Report for May 2010, wereincluded in the meeting package. There was a meeting onMay 11. Seniors day is scheduled for June 17. DeputyWarden MacAlpine wanted to commend Dawn Thomas for the work she is doing not only in the Town andMunicipality, but for promoting the senior safety programin other areas. #12 Tideview Terrace The Tideview Terrace minutes from April 9, 2010 wereincluded in the meeting package. There was a meetingtoday.Things are running on schedule for the newTideview. The facility is currently full. There is a meetingplanned to look at mission and vision statements forsometime in June. There was a retreat in early April. Atthis retreat it was felt that the Tideview board doesn’t haveto be completely municipal and town councillors. Councillor Adams will be on the committee to discuss thestructure.#13 Waste Check The Waste Check Annual General minutes for May 11,2009, the Board minutes for March 8, 2010, the Staff reports for May 2010 as well as the Annual Board Reportfor 2009-2010 were all included in the meeting package.There was a meeting on May 10. The budget was passed atthat meeting. The enforcement program was discussed atthat meeting. Environment week is May 30 to Jun 6. June5 is a day scheduled for people to go to the transfer stationto see what happens to the garbage after it leaves yourhome. #14 Western CountiesRegional Library There was a Library Board meeting last week. DeputyWarden MacAlpine was unable to attend that meeting dueto other meeting commitments. Things are going good atthe Weymouth Library. There will be a meeting set up for June to discuss the Digby Library. Budgets and financialreports will be discussed. It is not too late to adopt a book at your local library.#15 SouthwestBiosphere The Southwest Biosphere Reserve Committee hasundergone a strategic planning session. Mr. Kerr haspromised that funding will continue, but it has not comethrough. There are enough funds to get them through until

Mike Gushue, ADEDA - 2010/2011 Business Plan MOVED and seconded that Mr. Mike Gushue from ADEDA come before Council to make a presentation on the 2010/2011 Business Plan.

Mr. Gushue came before Council to present ADEDA’s 2010-11 Business Plan. This document represents year one of their new 5 Year Investment Strategy, which forms the basis of the region’s economic transition plan.
The key to building our regional economy is to grow our population. The way to grow our population is to identify investment opportunities which will, in turn, create jobs. Therefore, with the goal to positively affect population growth, ADEDA has developed four key strategic pillars:
1. Strengthen the region’s existing businesses through their Business Retention and Expansion Program (BRE)
2. Attract new business and investment using an innovative 5 year strategic plan
3. Attract new residents via immigration, in-migration and tourism
4. Support the region’s creative economy (arts, culture and technology)
Of particular significance to the Agency’s 2010-11 Business Plan is their new 5 Year Investment Strategy. This series of documents provides a framework for future economic development based on a comprehensive understanding of the people, skills, businesses and natural assets in this Region.
A question and answer period followed the presentation.
Council commended the agency on the great job that they are doing and they look forward to working with them through the next five years of their plan.

#1 New Weymouth Library – Recommendation from Building Committee for name The Weymouth Library Building Committee met a couple weeks ago and is pleased with the progress. The project should be finished up within next couple weeks. The furniture has been ordered and will be set up by the company. They are estimating it will take a week to move. The plan is to have a grand opening this summer.
The Building Committee for the Weymouth Library has been working on a name for the new library and they are recommending that the Library be named “Weymouth Waterfront Library” as this name would recognize all the work the Weymouth Waterfront Committee has done as well as recognizing Weymouth.
There was a discussion of Council on the recommended name.
MOVED and seconded that Council accept the recommendation from the Weymouth Library Building Committee that the new library be named Weymouth Waterfront Library.

#2 Bay of Fundy Discovery Centre Association – Balancing Rock Trail – Signage The Bay of Fundy Discovery Centre Association is requesting permission to place signage along the balancing rock trail and in the parking lot.
MOVED and seconded that Council grant permission for the Bay of Fundy Discovery Centre to install signage on the Balancing Rock Trail and parking area as stipulated in their letter.
There was also a discussion regarding the need for signage to direct people to the trail. The Warden stated that if this hasn’t been done, it can be done prior to the trail’s opening.

#3 Planning Advisory Committee – Patricia MacConnell Application MOVED and seconded that Council accept Patricia MacConnell as citizen member for the Planning Advisory Committee.

#4 Plympton & Gilbert’s Cove Fire Department – Guarantee of $100,000 loan The Plympton and Gilbert’s Cove Fire Department is requesting that Council guarantee a loan of $100,000 from the Bank of Nova Scotia to pay off existing loans and purchase a used truck.
MOVED and seconded that Council do a loan guarantee resolution to be forwarded to the Province for approval for the Fire Department in the sum of $100,000.

#5 Trinity Anglican Church – Funding Request The Trinity Anglican Church is requesting funding to help with summer student wages.
Deputy Warden MacAlpine declared a conflict of interest. Warden Thurber asked him to stay as the item was going to be referred to the budget process.

The CAO report for April 26, 2010 was included in the meeting package.
The CAO wanted to note that the UNSM President has written a letter to Canada Post expressing municipal concerns over the Rural Mailbox Delivery Review Program. She noted that there has been no response to the two letters from Council. It was agreed by Council that Canada Post be contacted to invite them to make a presentation to Council when they are in this area.
The CAO is unaware of any funds available through the Build Canada fund or any other cost-sharing funds that could be accessed to extend sewer connections in Smith’s Cove. The CAO will follow up with the Municipal Advisor for the Province to see if there are any funding opportunities.
The advertisement for the tender for the building renovations will be placed in the Chronicle Herald either this Saturday or the following Saturday. The date for moving out is still scheduled for May 28, 2010.

#3 Planning Advisory Committee The third spot for citizen representative has just been filled.

All three citizen representatives’ terms are up in July. The CAO wants to advertise in June. Wendell Gregory, who is currently a citizen representative, has resigned from the committee.

#8 Fundyweb Broadband The Fundyweb Broadband meeting minutes from March 12, 2010 were included in the meeting package. The last meeting was held on April 15, 2010. The main discussions were the sale of fibre to Eastlink and also a review whether municipal representation on the board should be phased out. The CAO’s were asked to review this option. It is the feeling of the Board that the intent to provide a service has been met. They are holding regular meetings in an attempt to move forward.
#9 Industrial Commission The Industrial Commission meeting for April has been postponed. There has been no date set.
#10 Kings Transit Authority The Kings Transit Authority April board package was included in the meeting package. Councillor Amero was unable to attend the last board meeting. The Warden and CAO had a meeting with representatives from Kings Transit at which time they discussed their desire to use the transit funds to build a garage in the Valley. The Warden and CAO asked Kings Transit to present them with a business plan so that they would be able to see the savings that would take place by building the garage. Also discussed that this meeting was the desire to change the structure of the board to allow the non-voting partners to become voting partners on the board.
#11 Senior Safety Committee There is a Senior Safety Committee meeting scheduled for May. There is a special senior’s day planned for May, 2010 at the Digby Elementary School.
#12 Tideview Terrace There wasn’t a regular Tideview Terrace meeting this month as there was a retreat. Councillor Adams was unable to attend due to sickness. New mission statements and visions were established at the retreat. It was a good retreat and will help everyone to work together better.
Everything is on schedule for the new site. The target move in date is still scheduled for middle June 2011.
Councillor Adams and Councillor Gregory were both able to attend the volunteer tea.
#13 Waste Check There was no Waste Check meeting in April. They did have a strategic planning session on April 8, 2010. There was good representation from our Municipality. This will help with the goals of waste diversion.
The winners have been announced for the 2009-2010 Nova Scotia Recycles Contest. There were three winners in the Municipality of Digby. In the grade 4-6 category, Lacey Lewis from Digby Elementary School placed first. The school also received a cheque for $500. In the grade 2-3 category, Sawyer Burns from Islands Consolidated School received Runner-Up and the school received a cheque for $250. In the P-1 category, Ms. Theresa Nickerson’s class from Barton Consolidated School received Runner-Up and the school received a cheque for $250.
It was mentioned that there is a new garbage truck that can haul two streams. It is being hauled that way. There will be advertising done to help residents sort properly and as of June 1, 2010 people that do not comply will have their bags stickered.
#14 Western Counties Regional Library Western Counties Regional Library hasn’t met since the last Council meeting.
There is an adopt-a-book program going on and Deputy Warden MacAlpine encouraged everyone to go to a local library and adopt a book.

Mr. Gushue came before Council to present ADEDA’s 2010-11 Business Plan. This document represents year one of their new 5 Year Investment Strategy, which forms the basis of the region’s economic transition plan.
The key to building our regional economy is to grow our population. The way to grow our population is to identify investment opportunities which will, in turn, create jobs. Therefore, with the goal to positively affect population growth, ADEDA has developed four key strategic pillars:
1. Strengthen the region’s existing businesses through their Business Retention and Expansion Program (BRE)
2. Attract new business and investment using an innovative 5 year strategic plan
3. Attract new residents via immigration, in-migration and tourism
4. Support the region’s creative economy (arts, culture and technology)
Of particular significance to the Agency’s 2010-11 Business Plan is their new 5 Year Investment Strategy. This series of documents provides a framework for future economic development based on a comprehensive understanding of the people, skills, businesses and natural assets in this Region.
A question and answer period followed the presentation.

#1 New Weymouth Library – Recommendation from Building Committee for name The Weymouth Library Building Committee met a couple weeks ago and is pleased with the progress. The project should be finished up within next couple weeks. The furniture has been ordered and will be set up by the company. They are estimating it will take a week to move. The plan is to have a grand opening this summer.
The Building Committee for the Weymouth Library has been working on a name for the new library and they are recommending that the Library be named “Weymouth Waterfront Library” as this name would recognize all the work the Weymouth Waterfront Committee has done as well as recognizing Weymouth.
There was a discussion of Council on the recommended name.
MOVED and seconded that Council accept the recommendation from the Weymouth Library Building Committee that the new library be named Weymouth Waterfront Library.

#2 Bay of Fundy Discovery Centre Association – Balancing Rock Trail – Signage The Bay of Fundy Discovery Centre Association is requesting permission to place signage along the balancing rock trail and in the parking lot.
MOVED and seconded that Council grant permission for the Bay of Fundy Discovery Centre to install signage on the Balancing Rock Trail and parking area as stipulated in their letter.
There was also a discussion regarding the need for signage to direct people to the trail. The Warden stated that if this hasn’t been done, it can be done prior to the trail’s opening.

MOVED and seconded that Council do a loan guarantee resolution to be forwarded to the Province for approval for the Fire Department in the sum of $100,000.

The CAO report for April 26, 2010 was included in the meeting package.
The CAO wanted to note that the UNSM President has written a letter to Canada Post expressing municipal concerns over the Rural Mailbox Delivery Review Program. She noted that there has been no response to the two letters from Council. It was agreed by Council that Canada Post be contacted to invite them to make a presentation to Council when they are in this area.
The CAO is unaware of any funds available through the Build Canada fund or any other cost-sharing funds that could be accessed to extend sewer connections in Smith’s Cove. The CAO will follow up with the Municipal Advisor for the Province to see if there are any funding opportunities.
The advertisement for the tender for the building renovations will be placed in the Chronicle Herald either this Saturday or the following Saturday. The date for moving out is still scheduled for May 28, 2010.

#3 Planning Advisory Committee The third spot for citizen representative has just been filled.
#4 Police Advisory Committee The Police Advisory Committee minutes for January 12, 2010 were included in the meeting package. There was a meeting on April 20, 2010. All three citizen representatives’ terms are up in July. The CAO wants to advertise in June. Wendell Gregory, who is currently a citizen representative, has resigned from the committee.
The CAO is going to follow up with the RCMP Staff Sergeant regarding the Share the Road Program.

#6 Digby Area Recreation Committee DARC didn’t have a regular April meeting. They held the annual volunteer recognition awards. The event was well attended and was a successful ceremony.
Deputy Warden MacAlpine would like Councillor Amero to raise his concern with the capital expenditures in relation to the Curling Club at the next DARC meeting.
#7 Digby Harbour Port Association No report.
#8 Fundyweb Broadband The Fundyweb Broadband meeting minutes from March 12, 2010 were included in the meeting package. The last meeting was held on April 15, 2010. The main discussions were the sale of fibre to Eastlink and also a review whether municipal representation on the board should be phased out. The CAO’s were asked to review this option. It is the feeling of the Board that the intent to provide a service has been met. They are holding regular meetings in an attempt to move forward.
#9 Industrial Commission The Industrial Commission meeting for April has been postponed. There has been no date set.
#10 Kings Transit Authority The Kings Transit Authority April board package was included in the meeting package. Councillor Amero was unable to attend the last board meeting. The Warden and CAO had a meeting with representatives from Kings Transit at which time they discussed their desire to use the transit funds to build a garage in the Valley. The Warden and CAO asked Kings Transit to present them with a business plan so that they would be able to see the savings that would take place by building the garage. Also discussed that this meeting was the desire to change the structure of the board to allow the non-voting partners to become voting partners on the board.
#11 Senior Safety Committee There is a Senior Safety Committee meeting scheduled for May. There is a special senior’s day planned for May, 2010 at the Digby Elementary School.
#12 Tideview Terrace There wasn’t a regular Tideview Terrace meeting this month as there was a retreat. Councillor Adams was unable to attend due to sickness. New mission statements and visions were established at the retreat. It was a good retreat and will help everyone to work together better.
Everything is on schedule for the new site. The target move in date is still scheduled for middle June 2011.
Councillor Adams and Councillor Gregory were both able to attend the volunteer tea.
#13 Waste Check There was no Waste Check meeting in April. They did have a strategic planning session on April 8, 2010. There was good representation from our Municipality. This will help with the goals of waste diversion.
The winners have been announced for the 2009-2010 Nova Scotia Recycles Contest. There were three winners in the Municipality of Digby. In the grade 4-6 category, Lacey Lewis from Digby Elementary School placed first. The school also received a cheque for $500. In the grade 2-3 category, Sawyer Burns from Islands Consolidated School received Runner-Up and the school received a cheque for $250. In the P-1 category, Ms. Theresa Nickerson’s class from Barton Consolidated School received Runner-Up and the school received a cheque for $250.
It was mentioned that there is a new garbage truck that can haul two streams. It is being hauled that way. There will be advertising done to help residents sort properly and as of June 1, 2010 people that do not comply will have their bags stickered.
#14 Western Counties Regional Library Western Counties Regional Library hasn’t met since the last Council meeting.
There is an adopt-a-book program going on and Deputy Warden MacAlpine encouraged everyone to go to a local library and adopt a book.

Mike Gushue, ADEDA - 2010/2011 Business Plan MOVED and seconded that Mr. Mike Gushue from ADEDA come before Council to make a presentation on the 2010/2011 Business Plan.

Mr. Gushue came before Council to present ADEDA’s 2010-11 Business Plan. This document represents year one of their new 5 Year Investment Strategy, which forms the basis of the region’s economic transition plan.
The key to building our regional economy is to grow our population. The way to grow our population is to identify investment opportunities which will, in turn, create jobs. Therefore, with the goal to positively affect population growth, ADEDA has developed four key strategic pillars:
1. Strengthen the region’s existing businesses through their Business Retention and Expansion Program (BRE)
2. Attract new business and investment using an innovative 5 year strategic plan
3. Attract new residents via immigration, in-migration and tourism
4. Support the region’s creative economy (arts, culture and technology)
Of particular significance to the Agency’s 2010-11 Business Plan is their new 5 Year Investment Strategy. This series of documents provides a framework for future economic development based on a comprehensive understanding of the people, skills, businesses and natural assets in this Region.
A question and answer period followed the presentation.
Council commended the agency on the great job that they are doing and they look forward to working with them through the next five years of their plan.

#1 Maud Lewis Signage Councillor Adams added this item to the agenda to find out the status of the signage for the Maud Lewis Site. The CAO advised that the funding was sent out last year and the signs have yet to be placed. The CAO will follow up on this as well as the upkeep for the lawn and gardens.

New Business
#1 New Weymouth Library – Recommendation from Building Committee for name The Weymouth Library Building Committee met a couple weeks ago and is pleased with the progress. The project should be finished up within next couple weeks. The furniture has been ordered and will be set up by the company. They are estimating it will take a week to move. The plan is to have a grand opening this summer.
The Building Committee for the Weymouth Library has been working on a name for the new library and they are recommending that the Library be named “Weymouth Waterfront Library” as this name would recognize all the work the Weymouth Waterfront Committee has done as well as recognizing Weymouth.
There was a discussion of Council on the recommended name.
MOVED and seconded that Council accept the recommendation from the Weymouth Library Building Committee that the new library be named Weymouth Waterfront Library.

#2 Bay of Fundy Discovery Centre Association – Balancing Rock Trail – Signage The Bay of Fundy Discovery Centre Association is requesting permission to place signage along the balancing rock trail and in the parking lot.
MOVED and seconded that Council grant permission for the Bay of Fundy Discovery Centre to install signage on the Balancing Rock Trail and parking area as stipulated in their letter.
There was also a discussion regarding the need for signage to direct people to the trail. The Warden stated that if this hasn’t been done, it can be done prior to the trail’s opening.

#3 Planning Advisory Committee – Patricia MacConnell Application MOVED and seconded that Council accept Patricia MacConnell as citizen member for the Planning Advisory Committee.

#4 Plympton & Gilbert’s Cove Fire Department – Guarantee of $100,000 loan The Plympton and Gilbert’s Cove Fire Department is requesting that Council guarantee a loan of $100,000 from the Bank of Nova Scotia to pay off existing loans and purchase a used truck.
MOVED and seconded that Council do a loan guarantee resolution to be forwarded to the Province for approval for the Fire Department in the sum of $100,000.

#5 Trinity Anglican Church – Funding Request The Trinity Anglican Church is requesting funding to help with summer student wages.
Deputy Warden MacAlpine declared a conflict of interest. Warden Thurber asked him to stay as the item was going to be referred to the budget process.
MOVED and seconded that the funding request from Trinity Anglican Church be referred to the budget process.

#6 Wharf Rat Rally – Funding Request $5,000 The CAO recommended that the funding request from the Wharf Rat Rally be referred to the budget process.
There was a short discussion regarding the time sensitivity of this request.

The CAO report for April 26, 2010 was included in the meeting package.
The CAO wanted to note that the UNSM President has written a letter to Canada Post expressing municipal concerns over the Rural Mailbox Delivery Review Program. She noted that there has been no response to the two letters from Council. It was agreed by Council that Canada Post be contacted to invite them to make a presentation to Council when they are in this area.
The CAO is unaware of any funds available through the Build Canada fund or any other cost-sharing funds that could be accessed to extend sewer connections in Smith’s Cove. The CAO will follow up with the Municipal Advisor for the Province to see if there are any funding opportunities.
The advertisement for the tender for the building renovations will be placed in the Chronicle Herald either this Saturday or the following Saturday. The date for moving out is still scheduled for May 28, 2010.

#1 REMO Management Planning Committee The REMO Management Planning Committee has not met since the last Council meeting. There is a meeting planned for May 4, 2010 for coordinators.
#2 Heritage Advisory Committee There has been no Heritage Advisory Committee meeting since the last Council meeting; however, there is a meeting scheduled for this week.
#3 Planning Advisory Committee The third spot for citizen representative has just been filled.
#4 Police Advisory Committee The Police Advisory Committee minutes for January 12, 2010 were included in the meeting package. There was a meeting on April 20, 2010. All three citizen representatives’ terms are up in July. The CAO wants to advertise in June. Wendell Gregory, who is currently a citizen representative, has resigned from the committee.
The CAO is going to follow up with the RCMP Staff Sergeant regarding the Share the Road Program.
#5 Tri County Housing Authority The Tri County Housing Authority was last reported on in October 2009. There is a report due; the CAO has requested one for the last two meetings.
Regional / Joint Committees
#1 Airport Working Group There is an Airport Working Group meeting scheduled for May 5, 2010.
#2 Annapolis Digby Economic Development Agency The ADEDA meeting minutes for March 2010 as well as the Managing Director report were included in the meeting package. There have been two meetings since the last Council meeting. Mr. Gushue reported on the outcome of the meetings in his earlier presentation.
There were representatives from the YMCA at the last meeting who are looking into the possibility of taking over Lifeplex. There has not been a decision made on this at this time.
Kathleen Shea’s last day working for ADEDA was on April 23, 2010. She was a great asset to the organization and it is hoped that they can find someone who can fill her shoes.
#3 Digby Annapolis Development Corp The April DADC meeting has been postponed until May. It is hoped to schedule a meeting before FCM.
#4 Digby Area Learning Association DALA had a special meeting on April 14, 2010. Their regular meeting is scheduled for April 28, 2010.
#5 Digby Area Tourism Association No report.
